- Engage with Ministry officials and users to understand business processes, challenges, and transformation objectives.
- Conduct requirement elicitation sessions, interviews, workshops, and field visits where needed.
- Translate stakeholder inputs into clear functional and non-functional requirements.
- Document AS-IS and TO-BE business process workflows using standard tools (e.g., BPMN).
